Abstract: Reform of the revolving year 1998 was not without cause. Reform scrolling also not without purpose. Therefore, one of the goals of the reform is to restore the image and improve the quality of operation sehingga judicial institutions can be optimally and constitutional role in upholding the rule of law that has been bangunan in aspire and built this nation since the self-proclaimed independent state sovereign and equal with other countries, cultured and civilized, and oriented to provide and seek the welfare of the entire people of Indonesia without exception both born maupuu interior. Overall the state ideals, it becomes impossible if without any judicial institution a clean and dignified, and therefore the attempt to create a clean pattern of judicial power and authority is a necessity both through normative approaches, psychological and educational institutional approach through the establishment of a new constitutional lambaga as well as the Judicial Commission (KY).
